Unlike the assessments, there is no published range for this work, because the cost depends almost entirely on what already exists. An organisation with a sound policy and decent risk assessments needs a fraction of the work of one starting from nothing. The Greenlight Call and the gap analysis are what turn that into a fixed price and an agreed programme, in writing, before the work starts.

A management system that nobody follows is worse than no system, because it documents an intention you are not meeting. Everything here is sized to the risk and written for the people who have to run it.
A forty-person engineering firm does not need the system a multinational runs. The scale of the documentation follows the scale of the hazard.

Straight answers
A documented framework for managing health and safety consistently, rather than reacting to whatever surfaces. It covers policy and planning, the arrangements that put the policy into practice, the monitoring that shows whether they are working, and the review that changes them when they are not. HSE guidance HSG65 sets it out as Plan, Do, Check, Act. ISO 45001 is the international standard built on the same logic.
Not as a certified system, no. What is required is that you have arrangements for the effective planning, organisation, control, monitoring and review of your health and safety measures. That duty sits in Regulation 5 of the Management of Health and Safety at Work Regulations 1999, and if you employ five or more people those arrangements have to be recorded. A management system is how most organisations meet that duty in a way they can evidence.
Only if a client or a framework requires it, or you have decided the external validation is worth the cost. Certification is awarded by an accredited certification body, not by a consultant. What we do is the gap analysis and the work to close it, so that when you go for certification the system holds up. Many organisations align to ISO 45001 without ever certifying, and get most of the benefit.
It depends entirely on the gap. Filling one or two modules for an organisation that already has a sound policy and current risk assessments is a short piece of work. Building from nothing across several sites is a programme measured in months. The gap analysis is what makes that answerable, and the programme is agreed in writing before the build starts.
Yes, and that is the usual shape of the work. The nine modules are separable. Most organisations already have a policy and some assessments, and what they are missing is the monitoring and review that connects them. Paying to rebuild what already works would be waste.
A management system is a build: a defined programme that produces a set of documents and arrangements you then own and run. Retained consultancy is ongoing support: a named competent person, a helpline, site visits and someone to call when a client audit lands. Many organisations do the build first and retain afterwards to keep it alive, but neither requires the other.
